L.A. City Council weighs $4.5-million payout to wounded suspect

Drive-by shooting suspect Robert Contreras was left a near quadriplegic after police shot him in 2005. The city risks a much higher payout if it forgoes the settlement and appeals a jury's decision.

Following a jury's verdict that Los Angeles police officers were wrong to shoot a man they believed was armed, the City Council now must decide whether to approve a controversial $4.5-million settlement payout to the paralyzed man.
